  • All participants, including those with the most severe disabilities, have the right to be served in their own home and community of choice.
  • Services should support persons in typical living, working, and recreational environments in the community, as well as support the development of relationships with community members.
  • Participants, their families, and other natural supports should be involved in the design, monitoring, and operation of services.
  • Services should be geared towards the development of practical life skills.
  • All participants and their families are treated with dignity and respect.
